Landlord Registration
Issue Identification:
- There
is an increasing number of short-term rentals in the St. Armand’s
area. People are purchasing homes near the beach for investments
and renting them out weekly.
- There
is no local contact number for many of the properties. Some are
listed to Corporations with PO Boxes, some are up north.
- Over occupancy of residences.
Possible Resolutions:
- Changing the zoning code which classifies a hotel/motel after 3 day stay.
Longboat Key has a 90 minimum stay on rentals.
- Each property in the City should have a local contact so associations and
City may contact responsible parties.
- Changing the zoning code to require owner occupancy in residential
neighborhoods.
- Cross-training police and code enforcement staff.
- For long term rentals, initiate a registration program.
- Forcing a local contact for every piece of property in the City limits.
- No longer allow PO Boxes in property appraisers data base.
- If a tenant is served in a legal matter, it should count as “service”.
- Attempt to match property IDs (address) with the utility bills. Require
business licenses for those who don’t match.
Front Yard Parking
Issue Identification:
- # of vehicles allowed to be parked on a property is excessive for
amount of square footage in front of lot
Possible Resolutions:
- Properties should have a designated parking area – not greater than
certain % of total front yard.
- Enforce and/or Introduce impervious surfaces to zoning codes.
- Allow more parking on streets – require all 4 tires be on the
street.
